Before 9/11 there were weak procedures, willingness, and mechanisms for communicating among agencies for foreign intelligence and the FBI with its focus on law enforcement. The domestic-vs.-foreign barrier has been solved by the reforms after 9/11 that established the DNI.

More reforms will give more impetus to German industries to invest in India. German companies want to be treated on par with Indian companies, and creation of an equitable market is crucial for investments.
Our investments in social justice and basic needs are as vital to our future as fiscal and macroeconomic reforms. A nation deeply divided will not stand. And it certainly will not move forward.
